Custom gaming pc won't boot, can we repair it Is it the CPU GPU or PSU technology tech shorts

This custom gaming pc came in the shop today because it wouldn't POST. I've seen this a million times but I've never seen one where the diagnostic LED panel was bugging out so bad. My guess is a bad CPU, which isn't unusual on an older gaming computer like this.
