There are medical issues that need to be solved before Thailand can start seeing Tourism returning. In addition, Thailand needs to implement one system to avoid illness out breaks. With all of the changes Provincial Mayor's make each day, they assert very little confidence to travel in Thailand. I have seen a rise in the return of expats, and that is a good start. However, Expats are familiar with the Thai Government, and its system of policy changes. For Thailand to reopen safely to tourism and travel, these abrupt policy changes should stop without an advanced notification.
